Yes — the medical Alexandrit laser targets fine dark hairs very reliably. The only condition: the hair must have pigment (melanin). White or blonde hairs cannot be removed with a laser.
Very fine, light blonde vellus hairs ('peach fuzz') respond less well to lasers. A trial session will show how well your hair reacts.
